Goto control panel...goto search function line.. type in web cam... follow instructions or Goto HP web site, they will walk you through it or do it by remote control

its because the drivers of your web cam are not installled properly...you just need to install the drivers of your web cam from the cd and your web cam will function properly
If you have software that uses the webcam, most likely it will turn on by itself. If this doesn't happen when you know it should, you can try to download the drivers and install those. If that doesn't work, you might have faulty hardware.

Do you have any controlling software installed? I know on integrated HP WebCams they usually use Cyberlink YouCam for web-cam software (which SHOULD be pre-installed with an integrated camera), under Start>Programs>CyberLink YouCam>CyberLink YouCam. If it's not installed, you can download it at the link below, install and it should recognize your cam and you should be good to go:

The webcam is integrated, i called that 'on-board'.
Meanwhile HP support have provided a perfect solution by suggesting that the Quickplay application be removed from the windows startup sequence. The webcam is no longer locked and can be addressed at will.
