I have recently bought a dolce gusto coffee machine the water just seems to trickle out taking at least 4 minutes to fill the cup, sometimes the water doesn't even trickle out it drips and when this happens after a minute or two it stops completely and the light flashes red ?

You are not supposed to fill the machine with milk. Just water. It is a pod machine, you put a coffee pod in the slot. Then water in the tank. Push the button and it heats the water then when ready push it again and it dispenses hot water through the coffee pod. In your cup you will have hot coffee with crema. If you have a milk frother/volumiser then you add milk.
If you add milk to the pod tank, it heats up, volumises aka increases in volume and flows everywhere. I suggest you read your manual :)
I'm not familiar with that model but oftentimes programming the quantity of water will involve pressing and continuing to hold the button down until the desired quantity of water has been dispensed. Next time you press and release the button and it should stop when that same quantity is in the cup because you holding the button last time has programmed it for that amount.
Have you used the pin to clean the needle? It is located behind the water container. It may also then need a coffee machine cleaner to be run through it. Don't use cleaners for dishwashers or washing machines, as these don't look after the internal seals so we'll.
