This is caused by a shutter that is stuck in the open position and not able to complete its cycle. The shutter in most point-n-shoot cameras also doubles as a light limiting diaphram. When the release button is pressed it is supposed to close completely and then re-open to a specific aperture to give the correct exposure. When this fails to happen the images will be completely over exposed and you will get a horizontal "Banding".
