You should follow these safety tips when dying your hair:

•Don't leave the dye on your head any longer than needed.
•Rinse your scalp thoroughly with water after use.
•Wear gloves when applying hair dye.
•Carefully follow the directions in the hair dye package.
•Never mix different hair dye products.
•Be sure to do a patch test for allergic reactions before applying the dye to your hair. Almost all hair dye products include instructions for doing a patch test. It's important to do this each time you dye your hair. Your hairdresser should also do the patch test before dyeing your hair. To test, put a dab of hair dye behind your ear, and don't wash it off for two days. If you don't have any signs of allergic reaction, such as itching, burning, or redness at the test spot, you can be somewhat sure that you won't have a reaction to the dye applied to your hair. If you do react to the patch test, do the same test with different brands or colors until you find one to which you're not allergic.
•Never dye your eyebrows or eyelashes. An allergic reaction to dye could cause swelling or increase risk of infection in the eye area. This can harm the eye and even cause blindness. Spilling dye into the eye by accident could also cause permanent damage. FDA bans the use of hair dyes for eyelash and eyebrow tinting or dyeing even in beauty salons.

Being a mere male (with grey hair) I am not an expert but I read the product description;

"This Revlon 3D Color Technology, with a combination of specially blended dyes, conditioners and polymers, delivers natural looking, multi-tonal color from root to tip, not only boosting your hair color but also adding definition and dimensionality. The result: completely transformed, natural looking, multifaceted color and shine."

I take that to mean the product is a colour booster rather than a hair dye - in other words your hair would need to be approximately that colour to begin with.
My limited knowledge might be out of date but I always believed if a person wanted hair of a lighter colour it would have to be bleached and not dyed.

After having Matrix optismooth treatment done on my hair it won't hold hair color. Every time I shampoo I can see the color washing out. I am using permanent color? Why is this happening?

There are a lot of reasons that hair wont hold dye. One is what conditioner you are using before the dye. Some conditioners have silicon in them and coat the hair to the point that it wont allow any dye to penetrate. Another is the brand of dye, some dye is better than others, third is your hair type, this can be checked by a professional but some hair types respond to dye better than others and you have to keep trying to find a brand that works best for you,

Can I dye my hair blonde for a day?

Not exactly... the term "dye" causes a lot of confusion, but dye generally means making the hair darker. To make the hair lighter you must use a special bleach. Hair bleaching is permanent and cannot be rinsed away. It can be dyed back to it's original color however, but the bleach does damage to the hair. Are hair dyes safe?

Chemicals used in making hair dyes are not safe, some of them may even cause cancer. So in my opinion one should avoid it as far as possible.
