The reason the tank doesn't sit down on the bowl is cause it's not supposed to just sit flush from the start. Your suppose to tighten the tank bolts down in order to get a water tight seal. There is also these little rubber " U " shaped things that sit on the porcelain lip on the back of the bowl thats what's there to protect it from cracking when you tighten the bolts down. Just place 1 on the right side and the the other on on the left side. and tighten down 'til the tank touches the bowl.
there were no "u" washers that came with the toilet. the first of 3 toilets was installed by a contractor and after looking at that one, he put plastic shims in the back. Quoting the instructions, it says to tighten the bolts until both the front and back of the tank touch the mounting ribs, which are part of the base.
yup- that's exactly what you do.
I too am a contractor and if you don't have any plastic shims you can use wood shims, piece of old bike tube, or even a piece of cardboard something thin more or less all you need is a bumper to cushion the tank and the bowl from each other. So when you sit on the toilet you don't cause that clank between the tank and bowl or crack the porcelain.
