Sounds like HDD dead.

ask how.
we run free linux boot disk (or thumbdrive) and run "disk test"

try getting into the bios and setting it to boot normally, turn off fast booting if its an option thats on, also, set your CD drive as the first boot devioce, then hard drive. Save and reboot, have CD in drive and just start hitting the F10 key as soon as it starts up, usually you hear a Beep when it detects that you are hitting the key for the boot options. HP pavilions where made to start and skip through the Post Process quickly to limit waitnig time, of course this sux when you want to boot from a cd.
You could try remove ing the BIOS Battery off the board and unplugging the system, wait a minute for it to discharge and put it back in, power it up and see if it lets you boot from CD.
Your bassically resetting the BIOS to factory defaults.
Also, i dont recomend buying HP Pavilions. i wokred on three seperate ones that a customer thought was a New machine ( this was back in 2001 ) but all the parts where 1995 parts, which means wghen they tried to upgrade to windows XP, XP doesnt have any generic drivers for hardware that old so nothing worked and yuo cant find any driver online that are that old.
Good luck anyway.

The Start up screen for Compaq series computers is normal, that screen takes you into your BIOS mode. when the screen appears press F1, at the bottom of the screen it will say press F5 or one of those keys to install your Default Settings, Click Yes and Exit. That should do it. Good Luck.
