Nuvi 10r-023994 is locked and I cant get it unlocked is there a way to reset password.

First you have to know the password or know where the password was set. once the Garmin is unlocked you can go into the settings sscreen and change it. if you "forget" the password take the Garmin back to where you locked it and it should allow you to use it normally.
otherwise SOL. those don't unlock with any tools. even the Garmin Tech's cant help you without you sending them the GPS. Sweet revenge when a unit is stolen.

I think the true purpose of the pin is for another income stream to garmin they want $110 to unlock it. If not then why not just register a pin when you register for the warranty then just use your MY GARMIN to get it when you need it???
