Just restore your firmware with the blackberry desktop manager. There are instructions on how to do so on the web. Here is an Blackberry Repair Guide that shows how to open a Blackberry. If you want somebody else to do it for you go to Blackberry Repair.

Your Blackberry just needs a firmware restore. Here's a guide on how to restore the blackberry firmware, the website is at : Restore Blackberry 9700. Download the Blackberry Desktop manager and run the application loader.

All you need to do is sync your blackberry with your blackberry desktop manager and run the application loader. Unfortunatly you will lose all data on the phone because you will be re-installing the software. If this doesnt resolve the issue then, this is a device issue. You will need to contact your service provider for replacement options.
