Hello, I can't turn off the flash on my nikon coolpix L20. Can anyone help me out?

How long did you have this camera already? The HID (high - intensity discharge) bulb might have been busted already and needs replacement. It shouldn't cost that much so have he flash bulb replaced from your local camera shop. =)

How can i use my nikon l20 as webcam also
You can't. It's designed as a still camera with limited video capabilities. Any videos go to the memory card or internal memory. It's not intended as a webcam.
