Sounds like a problem with the governor. Start it up. Don't engage the blades. Drive to a hill. Idle all the way down. Try driving up the hill. The motor should pick up when it slows while pulling up the hill. If it doesn't, the governor isn't working right.

Cub cadet 1050 hydro trans after about an hour of cutting the mower does not want to pull up hill. could this be a belt issue?

the belt tension could cause the mower to not pull on a hill you can pull on the belt and if it's flopping around also look at the belt for signs of oil oil leaking on the belt will also cause the belt to slip
