I noticed tonight when I was cooking with it that the counter was extremely hot to the touch and so I put a cork pad under it and not only did that get hot, the counter beneath it was still very hot. Is there a problem with this cooker? Should I be concerned with it scorching the counter or catching my house on fire?

Halt, do not use this pressure cook. The lid is suspose to lock. This means the lid become a dangerous fly object if it came off under pressure, plus extremely hot boiling water and the contents of the pressure cooker. Beside possible dying from the lid, and if one survives the flying lid, one will be will scalded by the contents of the pressure cooker. Another pressure cooker manufactured in China. Believe or not, go to your local Goodwill Store! They have tons of crocks and the lids and the cookers separate frm each other that have been donated becase one of the pieces was broken and they donated the rest of the pieces. Lids and crocks typically range from $1.99 to $5.99 and you benefit your community at the same time.
If you want to use it for food tomorrow, you need to burn it in tonight; 1 hour or longer at 400 degrees, outside but protected, to burn off the factory oils, etc. If you cook in it without doing this, you will ruin the food (and the atmosphere) with bad smells.
This turkey is really bigger than Rival recommends for this roaster, so check the size/fit tonight, also. You need an inch all around for best cooking.
I use 325, not 375 as the Rival manual suggests, 4 hours for an unstuffed 18 pounder.

Yes, it's not unusual for the outside to be too hot to touch. A slow cooker won't get as hot as a bare burner on the stove, but it still gets hot enough to cook meat. The outside has a bit of insulation, but it still may get hot enough to cause pain, melt a bread bag, etc. Be sure and place it where no one will accidentally touch it.
I bought mine about two years ago. Had the same experience as you did ... it is not working right for a slow cooker. After my first disaster with it, tried making something again and insuring it was filled all the way. Burned all the food again. Now it just takes space in my cabinet. I bought another slow cooker that just the basic 3 position knob, no electronics.
