It looks like the button on the far right on the front panel is the power button (highlighted in picture below).

My monitor wont come on it will have a white screen for moments then go black

Power supply will be the first place to look, make usre that it does put out 5vdc for logic and 12~18vdc for the backlight inverter circuits.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, poor solder jopints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed SCEPTRE monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

My sceptre X20G-Naga II , it doesn't turn on, the fusible is good, one of the 2 small led's in the usb board is flashing but low intensity . Do you know about this problem?

Do the caps look OK at least with no leaking/bulging tops. Do you have +5vdc for the logic bd and 12~18vdc for the backlight inverter circuits, those are the first to check. You need to have +5vdc for the set to turn on.

Sceptre X20G Naga II 20.1" Widescreen monitor

I am working on one of these for a customer. Found leaky cap on 5 volt power supply. replaced it, still no backlight. Looked at the inverter with an o-scope and it runs for a few seconds then shuts off. I hooked a ccfl across each of the transformer secondaries on the inverter and it lit up! I believe the problem is failed ccfl units. There is plenty of voltage there to light them up, I have an rf burn on my thumb to show for it. I have not looked at the ease of dis-assembly of the display to replace the backlights. It does not look easy.
