fault is caused by counter, which counts printed pages for reason of possible overflow of waste ink pads. To reset counter a free tool is available under::
http://www.ssclg.com/epsone.shtml
this tool has also other advantages of e.g. overdubbing cartridge codes ....
a german instruction for resetting the counter is available here: http://www.druckerchannel.de/artikel.php?ID=1116&seite=13&t=schritt_7_zaehler_zuruecksetzen
make sure to have removed and replaced waste ink pads: http://www.octoink.co.uk/pages/Epson-RX620.html

Epson programmed their printer to monitor the waste ink counter and your printer has reached the maximum value allowed, you have to reset your printer to clear the waste ink counter.

All you need to do is perform a reset, by pressing and holding the "Stop", "B&W", and "Power" buttons all at the same time and holding them down for at least 10-15secs. It may take a few goes as there's a bit of a nack in getting the buttons pushed at the same time.
I had this problem also. What i did was hold down the 'stop' and the 'B&W' buttons while powering up. this erased the error message and now I am up and running fine again.
