Your power supply board is failing and when you wiggle the cord it is turning it on and off until it finally starts up. There are parts called capacitors that start failing and it will cause intermittent power issues such as slow to show picture, flashing power button, wavy or flashing picture. The board can be repaired and the monitor will be as good as new. Here is a picture of the power supply with the parts circled that need to be replaced.

Your power supply is going out. LCD monitors have a common issue. The heat buildup in the in the cases cause parts called capacitors to overheat and bulge. When they bulge out the don't operate properly and cause the power supply to not start up correctly or not at all. First thing check the warranty, Most Samsung units have a 3year parts and labor warranty. If it is out of warranty then repair it yourself. If you can solder then you should be able to do the repair yourself. I have been same problem but in other type syncMaster, the solution is open your LCD monitor look for power supply module (PCB which have connector to AC power), on that PCB look for capacitor , for normal condition its look like small tube. now look for broken one which upper part is bloated.
