Some thermostats have a five minuter time delay to protect the A/C when power fails. Some units also have a time delay, if so both must be satisfied before it will start.
I have seen this happen many times and if you cannot relocate the bulb of the thermostat to keep it form short cycling, I have mounted a wall thermostat and disconnected the thermostat in the PTAC and wired it in to the wall stat. You may have to install a wall stat in the center of the room away from the bar.
