Sir I will be very happy to assist you with your problem .
1. First right click any where on the desktop and click on properties which will open the "Display dialog box" from which you can change the display settings.
2 . Click on settings tab and then "Advance" button ,This will open the "Advanced Settings" dialog, which allows the user to configure advanced display settings
3 . Click on monitor tab which allows the user to configure the monitor's advanced settings.
4 . Navigate to the "Screen Refresh Rate" drop down box under "Monitor Settings" and choose a higher refresh rate.
Now you are done .

One of 2 possibilities come to mind.
1, The vga chord is loose on the back of the monitor.
2, Your resolution is set too high or low to be displayed.
The blinking light means that the monitor is either not getting or understanding a signal.
