On another computer, access the manufacturer's web-site:

http://support.dell.com

Enter 'GX270' and do a search.

Select the "network" device-driver.
Download it. Copy it to a USB memory-stick.

Take the memory-stick to your Dell computer.
Install the device-driver from the files on the memory-stick.

Check the coil to see if it's working. Sometime too,it could be the carburator though new,but may be the floater valve is stuck and you would have to service it.

Your video card determines Direct X support. If you look at Newegg.com--find a newer video card and read the tech specs most of them now support Direct X 10 or higher.

Need to download VGA Controller,Ethernet Controller, Multimedia Audio Controller and SM Bus Controller for my DELL GX260 desktop with Philips 190CW monitor

find your motherboard model and go to dell and try downloading a driver there. and if that doesn't work, then find your audio port and/or chipset name and go to intel, punch it in, and look for the drivers. should be a simple fix. let me know if you have any problems. cause that fixed a problem i solved on my little brother's computer that is the same model (case wise, but has my computer's type of motherboard, a gx 270 so it thinks it's different) not having a "network device" it's usually intel. if you can't find anything...go to downloads.com and punch your audio hardware in. you should be able to find it out by going to device manager: Start > Programs > Accessories > System Tools > System Information > Components > Sound Device, Network, Display. You will find your device names, installed or not.

Can you see what you are doing? let me ask you that before i post another comment. Cause if you can't see what you are doing I'd say to reinstall windows so you can see what you are doing or take it to a computer technician to atleast get the vga driver installed. Cause it's one thing if your network and Sound Device don't work but if you can't know what you are doing then that's a completely different issue ya know?

Use another computer to download the drivers since you cannot access the internet. Download them to a USB flash drive and plug it in the computer if you can do that (I say that cause I don't know if you can see what you are doing or if you can't access the machine at all) with your machine.

I have many problems in my dell gx 270 desk pc

1.go into the control panel under sound and make sure the volume is at least half way in the middle of the slide selector. also check the volume nob on your speakers, and there is also a volume control in media player. If all that does work, download and reinstall the driver from dell site again.
2. in system tools go to clean disc, a box opens, put a check mark in everything there (you don't need any of them) run it. then go back into system tools and this time select disc defraggmenter and click on defragment and go have a snack, when that is done reboot.
3. if you didn't put a password in when you reinstalled XP you won't need one. just click ok. and if you don't want to see it at all, in the control panel under Users turn off the Guest user ...
now down to the important stuff...that is not my picture you are seeing.

Is dell optiplex gx 270 apligable for optiplex 270

i don't see any reason that you can't as long as you use the 260 drivers.
