Yup. Faulty disc. Try cleaning it with rubbing alcohol and a soft towel: do NOT rub it hard. If that doesn't work, you may have a corrupted disc. See about returning or exchanging it if possible.
yes if you have the stand up arcade
go in and replace the wire that leads from the motherboard to the joystick
only the one that is used for the "down"slot needs it
and if you would like there are a couple of websites that sell the upgrade for the joy stick instead of only having six directional angles you can go up to 14 i believe
