Power light blinking? Try Plugging directly into the wall outlet istead of the UPS?
Otherwise you may have problem in the power/inverter board and need to do component level troubleshooting.
If you are going to DIY and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed DELL monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Neither picture is displaying on moniter nor sound is coming (DELL TFT moniter)

Which is a dell tft or compaq crt monitor ?
The Dell 1504FP is a flat panel LCD monitor that has a viewable area of 15 inches.
The monitor, which uses TFT technology, is designed to be used in a home or office and displays video at a resolution of 1024 x 768 pixels.
Over time, you may encounter problems using your Dell 1504FP monitor or it may cease functioning altogether.
Fortunately, there are variety of ways that you can repair the monitor to get it back up and running.
Shut down your computer and press and hold the power button on the side of your Dell 1504FP monitor if your monitor has a blank screen.
Unscrew the VGA video cable that connects the monitor to the computer.
Power the Dell 1504FP monitor back on and wait as it launches into the Self-test Feature Check.
During this period of time your monitor will make settings changes to ensure that it functions properly with your computer.
Firmly screw the VGA cable back into the rear of the monitor to ensure optimal video quality. Power both the monitor and computer back on and wait for your computer's desktop to appear.
Power off your Dell 1504FP monitor if the screen is dirty.
Wipe down the monitor using a dry microfiber cloth to remove any dust particles or smudges that have accumulated on the screen over time.
Power the monitor back on when you are complete and resume using it.
Press the "Auto Adjust" button on the right side of your Dell 1504FP monitor if the display is blurry and images appear out of focus.
Unplug the monitor's power cord for thirty seconds if the problem persists.
Plug the monitors power cord back into the rear of the device and power it back on.
This will reset the monitor and your display should now be focused properly.

Troubleshoot a TFT Monitor
TFT monitors can suffer from many potential problems, ranging from simple screen brightness issues to disconnected inverter or LCD cables.
These can cause video- and backlight-related failures on your TFT monitor.
Fortunately, you can attempt to repair these problems, even if you have no experience fixing a TFT monitor.
The only tool you will need is a Phillips screwdriver, although opening your TFT monitor will likely void its warranty.
Check the brightness settings on the TFT monitor.
There are dedicated adjustment keys on the bottom face of the TFT monitor.
If it is a screen incorporated into the design of a laptop, you'll find monitor adjustment keys on the top row of the laptop's keyboard.
A TFT monitor that has its brightness turned all the way down will appear to be almost completely dark.
Ensure the TFT monitor's power cable is still plugged in, if it is an external monitor. In the case of a laptop, make sure that the power cable is plugged in or that the battery is properly charged.

Disconnect the TFT monitor from the power source. If the TFT monitor is an external model connected to a computer tower, disconnect the video cable as well.

Remove the battery from your computer if you are using a laptop.
This is an important safety measure.
Turn the laptop over and slide the battery release mechanism over.
This mechanism is just below the horizontal outline of the battery on the underside of the laptop.

Remove the screws on the bezel of the TFT monitor.
The bezel is the plastic piece surrounding the TFT screen.
The screws will likely be covered with plastic seals for aesthetic purposes, so pop these seals off with your fingers and remove the screws using a Phillips screwdriver.

Pry up on the bezel gently and remove it.
Start at one corner and work along the bezel's perimeter with your fingers.
There will be small plastic latches between the bezel and the rest of the computer you'll need to disengage.

Check the TFT monitor's inverter cable.
This black cable lies at the bottom center of the monitor and should connect to a socket on the inverter board, which is the green color horizontal strip that lies just below the inverter cable.
If the cable is loose from the board, the TFT monitor's backlight will fail. Pull up on one side of the socket and slide the cable back in, then press firmly down on the socket to lock it down.

Remove the metal brackets on either side of the exposed TFT monitor if the inverter cable fix does not solve your issue.
There will be two to three screws in each bracket that must be removed using your Phillips screwdriver.

Pull the TFT monitor carefully away from the rear casing of the display to reveal the LCD cable. This cable runs from the back of the TFT screen and should be connected to a socket in a similar fashion to the inverter cable. If it is disconnected, lift up on the socket, slide the LCD cable back in, then press down on the LCD socket to lock it back down.
NOW FOR SOUND
if you can get a screen
Click start control panel administration tools computer management device manager scroll to sound video and game controllers you might see a yellow question / exclamation? ! mark or a red X Right click to reinstall drivers
If your computer came with a motherboard disk the drivers could be on it
or you might download slimdrivers.
Rather doing a driver hunt
http://download.cnet.com/slimdrivers-free/3000-18513_4-75279940.html
Windows XP/Vista/7/8
Note: it will find all of your outdated drivers
This is a free driver solutions
which will automatically search for and find the correct driver
You will have to update every driver individually once you update you might be asked whether you want to restart or make a system restore point.
Click no to both of these then continue updating each driver free then restart once all of the drivers have been updated.
It might take some time being free

I HAVE DONE AS YOU INSTRUCTED BUT NO HELP YET. IT SEEM THE TFT IS THE ONE FAULTY BECAUSE I HAVE TRIED THE CPU WITH ANOTHER TFT AND IT'S WORKING WELL. NOW IT IS NOT BEING POWERED

You will have to open up the monitor next, it can be as simple as blown fuse in the power supply or in the inverter circuits, shorted transistors, bad caps, ect,.

Your Problem Is not in your Monitor Its in your CPU. Your CPU is not giving Display Signal to Monitor that's why Monitor goes to power saving mode. try to open Your CPU and remove RAM Clean RAM Slots and Fix it Again. Try to Boot now.

No video. Power is good but no video signal from cpu

Try this:

While powered and connected to the computer, shine a very high powered flashlight on the screen. You should see a faint shadow of the display from the computer. If so, your inverter board or backlights are blown. If not, the LCD controller matrix may be blown. Either way, I would suggest just getting a new monitor.

Dell flat screen started flashing, green light was blinking then screen went blank and green light is on. Tried unplugging etc...time for a new one?

No. It is not a Flat Screen issue. It is a CPU issue. You CPU is not sending signal to your flat screen so the green light is flashing. Try to:

1. Reset OR
2. Unplug the CPU case, Open the CPU, the interchange the RAM modules, OR
3. Same with step 2 but unplug and then plug back in all expansion cards like audio, video cards, etc.

It seems that your system needs discharging from a frozen state.

Dell E173FPc 17" TFT when turned on goes black

Hi Gaz,

First, verify the monitor is functional.
Monitor STFC (Self Test Feature Check)
Turn off the monitor
Plug the monitor power cord directly into the wall socket to remove any surge protectors or APCs from the troubleshooting equation
Unplug the monitor video cable from the back of the computer
Turn on the monitor
The floating dialog box should appear on screen against a black background.
If the issue appears during the STFC, the monitor is defective. What are the results please?

Vga componet keeps showing up on the screen.

Assuming safely that you have a Dell E173 monitor, i would suggest the following steps to fix this...
1. Press the (+) button on your monitor to make it do an auto-adjust of the display.
2. On the on screen display (OSD) which can be evoked by using the menu button on your monitor - use the +/- key to get the factory reset option high lighted and press on the menu button to execute it.

This should take care of your problem, let me know how it goes!
