On most machines, when the inner wheel is turned counter clockwise, it engages the bobbin winder and disengages the needle movement.
To disengage the bobbin winder and sew, turn the inner wheel clockwise as far as it will go. This should engage the sewing capability and it should work either by hand rotating the large wheel (always counter clockwise!) or with the foot pedal. If it does not, then you most likely need to have your machine serviced.
May be one of two problems. 1st you should be able to turn the nob about 90-120 degrees. Not a full turn. If this is not the case follow these steps.
Turn the small screw on the nob about 2 full turns Carefully turn the nob all the way off. Inside there is a round part with 3 small prongs on it. spin that 180 degree and put everything back together.
2nd your clutch is gummed up You will need to remove the handwheel and motor belt for this. Remove the nob, small 3 prong part, and motor belt. Pull the handwheel off (it may be stuck on and hard to get off). Clean inside the handwheel and the machine main shaft. Lubricate the Main shaft and put handwheel back on. When you put the small 3 prong part back on it needs to have the prongs sticking away from the machine.
it sounds like the thred tenshion is to loos or the timing has sliped a little and its off a bit this can also happen with wear on the gears or just a loos fixing letting the timing slip back a bit,
try changing the needel first,,, then rewind a new bobbin, also try ajusting the thred tenshion, if thats not sorted it out its down to the repair mans for a good service as its sliped its timeing a little,
its not put round the machine quiet right like its twisted or looped over some thing or the tenshion is to tight? even the cotton reel could be to tight? you will need to forgive me,, on this,,, im just a man who cant sow a button on?
