Indicates you have a bad Power Supply, to me.
Weak voltage power rail.

1) ALL of the LED lights combined use less than 1 Watt of power.
2) EACH fan uses 2 to 3 Watts
3) A typical Processor can use 51 to 125 Watts.
Depends on what Processor it is.

(The Pavilion a6750f uses an ATX power supply, that has a maximum rated wattage of 300 Watts.

http://h10025.www1.hp.com/ewfrf/wc/document?docname=c01619697&lc=en&dlc=en&cc=ca&lang=en&product=3872428#N934

The AMD Phenom X4 9650 processor can use up to 95 Watts,

http://en.wikipedia.org/wiki/List_of_AMD_Phenom_microprocessors#.22Agena.22_.28B2_.26_B3.2C_65_nm.2C_quad-core.29

(In the chart under the heading TDP)

Enough power to spin fan's, but not enough to turn the Processor on.
Not enough to also light that Power On LED light.

No Processor operating = No Video Signal from the computer.
Hence the monitor is blank.
(No Signal)

Compaq FS7600 Computer not turning on

what tower? model, the monitor has nothing to do with power and dead fans in the tower.
'Sounds, (and silent to) means the PLUS in the PC is dead.
all things can be repaired, that is what technicians do.
here is the chain of events, ! to get noise (fans)
power in the wall 120vac , usa
power to the PSU,
the power button goes to the MOBO, and standby power is there
now and pushing said button the MOBO commands the PSU on
if the PSU is happy (PWROK) thinks PSU IS safe the PSU tells the PC its ok, and power stays up.
and fans run.

so my guess bad PSU, its easy to test with anyf $10 voltmeter,
ask.

tower PSU, 101

I have G5 PPC mac tower - power light is on, but the unit will not turn on. No fans are running. Just a bright white light on the power button.

First if side door or plastic shield is off, fans won't come on and unit won't start. Fans only run when unit is running hard and that's not always. Back to your original issue - not running, couple of things to try - first being side door and latch on back, make sure both are closed. Try restarting by holding start button on front of tower. If that don't cure it, disconnect power lead in rear for about 30 secs then try to restart.

I have an hp pavilian atx-250-12z and the tower itself will turn on and the mouse to will turn on but the monitor gets no signal and the keyboard will not turn as well..I have unplugged the cpu while...

Whom ever told you too: "Unplug the cpu while holding down the power button".

Is telling you something that can "seriously damage" your cpu and computer.

Or did you mean "PSU" if so there is a particular format to do a Power supply check.
For the proper way use this link: http://h10025.www1.hp.com/ewfrf/wc/document?docname=bph06788&lc=en&cc=us&product=405227&dlc=en&lang=en#N207

Also many other things can cause the problems your having. Could be your motherboard too.

If this does not work, post again be sure to include HP Pavillion Model number and Operating System (i.e. XP, 7 or Vista) that way we can help pin point your system needs. Also have you done any internal repairs lately? Recheck all your connections too.

HP Pavalian laptop screen gone black and blank.

It seems like the lcd back light may have failed can you see a faint image on the screen when you look really close, try it with a torch. If you dont see even the faintest image the inverter has failed and needs to be replaced. If you look on youtube again and search for videos of replacing both the back light and the inverter it will give you some info on how to change them. Do a google search for hp spares and you will probably find what you are looking, i think the inverter is about £30 and the back light is bit cheaper. hope this helps.

Power on emachine T6420 and moniter is blank. The moniter soon loses contact with the computer. The fan run and power is OK there is no beep code.

If you mean after the computer performs the self test the screen goes blank and stays blank, eventually turning off you are having a hard drive problem. When the computer boots you should see an E-Machines logo and/or a self test on the screen. That is done by the motherboard as part of every boot up. After that the motherboard passes control to your boot device and loads your operating system. If your computer stops booting at that point, your boot device is not working properly. That could be caused by many things - virus, hardware failure, power outage. If you really mean you see nothing at all on the screen when you press the power button your computer simply is not working at all. Open the case, blow all the dust out of it and reseat all components you can, then try again.
