Hi i got your issue .....
Try with the following steps ....
I hope that when you scan and connect for the network ..you will get the message as "windows cannot configure any wireless networks"
This means that there is a conflict between xp utility and belkin utility but this can be resolved by the following steps
Step 1: Click on the "start " and then go to "run"
Step 2: On "run" type - "services.msc" and then hit "ok"
Step 3: Now a new window pops up ....there u please search for "wireless zero configuration " and double click on it
Step 4: You will get a " wireless zero configuration -properties window"
Step 5: IN that window check that the start type should be "automatic" and the service status should be "started "
Step 6: Then click ok and close the screen
Step 7: Then click on start -control panel-network connections- wireless network connections (make a right click) and
you will find properties and at the top you will have the option"wireless"
Step 8: On that screen you will have the check box as "use windows to configure to my wireless networks "
Step 9: That check box has to be checked then click "ok"
Step 10: Try scan and connect -you will have the network -you can connect to it
