If the battery is good and charges and if there is no way in which the camera is coming to life then it is possible that there is a fuse link failure within or a control board error, the first part can be checked by opening the camera with the proper tools and checking from the battery power, but if thei seems ok an dpower feeds to the controller board, then the IC can be faulty.

If the camera won't turn on, check the batteries, or connect the camera to an AC adapter. If that doesn't work, remove all batteries, disconnect the AC adapter, wait a minute, reinsert batteries and reconnect the adapter.
If the flash doesn't work, the camera won't take pictures, or the screen keeps turning off, check that the batteries are strong.

My camera won't turn on and the lens won't close

Perhaps you have bad batteries? Connect it to another power source such as an AC wall outlet and use your power adapter and see if this helps. If it does not or you have already tried this then your camera may need to be serviced.
