Sartup repair is some thing that tries to fix the OS issues...
Normally its of no use.. Its better if you can reinstall the OS after getting windows and taking backup of all your important files..
It should be vista or win 7 that you have on the computer then tap F8 when the computer turns on and then you will be able to see the advanced boot options.. Select repair my computer.. In the repair my computer screen select the dell factory image restore...
Your computer will go through the installation and it will be up and running...

If you are not able to do this then try to reinstall the OS with the help of a OS CD..

Bad Capacitors in the Power Supply could cause this. This Chassis has be famous for bad capacitors through out many boards. If you are not comfortable with working on the unit, and most are not, I would call a professional. The Chassis may need to be sent to Mitsubishi to be refurbished. This is a expensive repair and it would be advisable to call a Mitsubishi Professional to confirm diagnoses. Mitsubishi's Customer Service Number is 1800-332-2119. They also may be willing to help with the cost of repairs.

ViewSonic Monitor has trouble to wake up after been shut down?

Ok sounds to me like a power supply problem.. this a a fairly common symptom. I suggest that as a temporary fix you set the monitor to NOT turn the power off to the monitor in sleep mode if possible, in your power settings for the monitor.
