Unfortunately, this error code is the after effect of Ps3 Firmware
Upgrade 3.50. The only thing you can do at this point is either wait for Sony to release a patch, or restore your ps3 to factory settings.

That usually means the Playstation Store is down for maintenance. I should be back up in a little bit. Try again in 30 min. Keep trying. Eventually it will come back up.
the error message 80023017 is the one they throw up when Sony is preforming maintenance on something that is PSN related. It happened a couple of months ago too when they were redesigning the Playstation Store.
