It appears that you have a slight mis-adjustment in the idle speed and idle mixture. To adjust setup, start with at least a half tank of fuel, and have engine at operating temperature (That is warm but not overly Hot). The Briggs & Stratton Website manuals section should show the locations of the adjusting screws if you are not sure of them.
To adjust idle speed set Throttle control to minimum and adjust screw on throttle butterfly to maintain a good idle speed. To adjust idle mixture, screw in idle mixture screw (Lean) until motor falters and then screw out (Rich) until it falters again. Correct setting is the halfway point of these two positions. You may have to re-adjust idle speed again and also the mixture to get best running.
If you are not comfortable doing this, take it to a B & S dealer.

Will not start. but if I pour gas in carburetor it will. stop after the gas is burn of carburetor

Could be that the needle is stuck in carb, or else the fuel pump diaphragm is bad. Check the pump, thats what I would check first.

Breather blowing oil out

If there is a check valve in the breather it may be stuck. However this is usually indicative of broken rings or burned pistons(piston) . Compression bypasses rings and pistons causing excess crankcase pressure and oil spillage.

My briggs vanguard v-twin 16hp after initial start up this fall started leaking fuel from the carb into the cyl. and into muffler. The jet is seated and not dirty. It leaks somewhere else in the bowl. ...

The solenoid on the bottom is a fuel shut off solenoid to prevent backfiring if shutting down engine with the throttle still open. If you're leaking fuel into the engine, the float is not closing the needle valve in the carb. remove fuel bowl and replace float, and needle valve with seat.Be sure to blow out all fuel passages

Head bolt torque for 16hp horizonal shaft engine

Anywhere from 35 lbs to 220 lbs, depending on the series of your engine. For your engine, the head bolt torque should be 190 lbs.

But I've attached a chart for you to utilize to make sure of your exact engine model series, just in case there was a transposed number, etc.

http://www.small-engines.com/torque.html

Here's the official Briggs & Stratton chart for all versions of their engines, which confirms the 190 lbs torque spec.
