You can do that online or through the fire itself.
I copied directions from online. Mine has been registered so long I forget from one to the next. I know it asks some questions but nothing big. I think it may as to verify the device ID. You just click yes or OK.
From Home, press the Menu button, and then select Settings. Select Registration.
Specify the Amazon account you want to use for your Kindle:
If you already have an Amazon account: Select this option. Enter your Amazon account information. Select Register. Your name will appear as the Registered User when registration is complete.
If you do not have an Amazon account: Select this option and follow the on-screen instructions to set up a new Amazon account.

Been a while since I had my 3G. On paperwhite there is a go to button on the main screen above the list of books.
If you don't see anything like that you may have to check it with amazon help desk. Go online to amazon.com Next to the search bar you will see Your Account. From the list select Your Account Click on that. Next screen in the far right column you'll see Kindle help. Click and follow the prompts to request help. It will send an email to them and you have the choice to get info by email or they can call you back.
That sounds like a call Kindle help. I noticed when I tried it on my paper white that I needed my old pass code to set a new one. Online Amazon.com, your acct, Manage your Kindle, help desk near bottom of list on left side.
