F9 means different things depending on the brand of your range. For example, F9 on a Whirlpool means that there may be a wiring problem while F9 on a Kenmore means trouble with the self-cleaning door latch. Google F9 and your range brand to find out what may be causing it.
The "F9" error code means the EOC (electronic oven control) has found the lock motor switches to be out of sequence or shorted. Test switches and if there is nothing wrong then replace the EOC.
The F9-3 error code means that either of the two oven self clean latches is stuck so ya need to check and see in both ovens if their is something from obstructing the lacth
if you also get a F9-4 that would mean its just the lower oven

F9 usually means that the oven lock is partially engaged after cleaning. Normally, the door unlocks automatically after the cleaning cycle is through. Unplug or turn the oven off a the breaker switch. Leave it off for a moment. When you turn it back on, the error should resolve.
