Hi, two things can cause that 1. the clock is set to auto clock and is looking to check the time, solution set the clock manually within the menu (turn autoclock off). 2. some models have a built in TV guide like starsight or TVGOS . if your TV has a built in guide simply turn it of so it won't try to update itself while the TV is off.

Sometimes the colon is the 'seconds' count - did it always do this? Try to unplug for 1 minute and then reset the time - if it still flashes I suspect that it was a built in feature - some do this...
try holding hte clock/set start button in for 3-5 secs, it sounds as if youve accidently turned of the clock display. .. a common issue especially after turning clocks back.. its a built in feature for people with too many clocks in kitchen, they allow you to turn off the display.
