The problem is that JC Penney were just a department store seller of machines made by someone else, a regular sewing machine company, ie Singer, Necchi, Nelco, Brother..., but was badged under JC Penney's name.

This appears to be a tricky machine.....
By this time most manuals were generic like that without a name on them, there were so many badged identical machines that a separate printing for each name was out of the question. So many machines didn't even get a badge until they reached their destination country.
No manuals for it. Set a watch for it on eBay. There are similar Necchi.

The whirling noise is the motor. It may be that the drive belt has broken?
When was the last time it was professionally cleaned, serviced and timed? With moderate use, they need doing every 2 to 3 years. The inside workings of sewing machines are very tough and seldom 'break'.

Hi. Without knowing the model number, it's difficult to say what manual you need (U129951 is the serial number, not the model number). But all is not lost--go to http://www.tias.com/stores/relics/ and click on "Machines name begins with Necchi", then scroll down until you find the picture of your machine.
