There should not be a button to turn it on. Is it plugged in properly and have you allowed access to your webcam? Does your webcam even work (Is it broken)? Try getting a new one or seek expert advice. Hope this helps.

open device manager and find the camera and see does windows recognize it ? the acer website puts new drivers for webcams ,try to update it . if your webcam driver is installed , you must see a folder on start menu/all programs that is acer crystal eye . it has an app that run the webcam and turned it on . if device manager doesn't show camera , you should show it to service center
