If all the burners are trying to ignite at the same time - the ignitor module is to blame.
If it is one specific burner - take a look at that individual knob.

I got water in my igniter which caused all burners to try to ignite. Another website (GE) suggested using a hairdryer to dry out the switches. I took off all burner (mine is built in) and used the hairdryer. It made the clicking go from very fast, to very slow. Sometime during the night it did stop and all is well now. Did try to ignite for about 10 hours - kind of annoying. The GE website said that if it doesn't stop you'll need a new ignition module, if I recall correctly.
