I definitively solved this problem. Follow these steps:
1) Install first Quark Xpress 6.1 on a Windows XP PC.
2) Copy the entire directory of installed files (Normally c:\program files\quark) on a pen drive.
3) Install Quark Xpress 6.1 on your Windows 7 PC until the installation stops with 1720 error.
4) Abort the installations, then copy the Quark directory stored on your pendrive in c:\programs x 86 directory overwriting the existing one.

This way Xpress 6.1 works perfectly on a Windows 7 PC. Guaranteed!

    Hi! Was glad to find your comment BUT: it does not work to proceed as you recommended! Are you referring to a 32bit version or 64bit versionof Windows 7 PC setup? I am on a 64 bit machine....Angela

    you tell us. ? but mostly NO. see proper way below...

    go to MS and read how to load old apps
    19 years later,
    XP to w10-64bit.

    find the installer put it in a folder
    say C : / temp
    then right click the installer and click properties. (all this is told at MS)
    then click tap marked Compatibility
    click 3 things.
    run this program in compat....
    xp sp3
    admin mode. per my example

Navigate to File>.Export layout as project>>Choose version 6 and Export the document

I purchased Quark Xpress back in 1990 or so, and the installation discs were the old 3 1/4 discs. I paid for updaters, and at updater 6.1, I still have the Quark CD, but some of the original Quark Xpress...

I continue to be amazed that no body has found THE elegant solution I did. As a matter of fact I am using Quark 4.1 on Window 7, I used it on Vista (where it performed better than Vista) and on XP back at least to 98 or perhaps 95. My original install required burning a floppy (good luck with that today) for the registration. At some point, I discovered it was truly portable and simply copied the installed Quark directory to a new location (anywhere) on each new system. I dragged out a shortcut onto the desktop to the executable on every new platform. It still runs fine on this 64bit Window 7. Has not blown up yet. Something I wish I could say about other software. The only rub I found is that MS monkeyed about with associations (which worked fine in XP & Vista) and I have yet to be able to set.QXDs to Quark when I even set .QXTs to Quark.Windows 7 automatically served up In-Design as being the first (default) association in my programs list. Something I did not accept. I even tried to rewrite the registry in an attempt to make it work.

In fact, if you look into the .DLLs under Windows, you may find versions of the same .DLL that can run under 64, 32 and 16 bit environments. I suspect it will work under Windows 8 if MS doesn't leave working procedures ALONE!

Error 1720 comes while installing a driver

here's a little information that I'll need regarding this issue. 1. What operating system (XP, Vista, Windows 7, Linux, Debian, Unix, Ubuntu, etc.) 2. What version of the operating system (Windows XP Service Pack 2 Pro Corporate edition 32Bit or 64 bit, etc.) 3. What driver you're trying to install 4. The filename of and a link to that driver. 5. Can you run quark 4.1 under windows 7

Please! I am using Quark 4.1 on Windows 7 64 bit just as I did on 98, XP and Vista. Without a floppy, I had to copy the installed Quark directory to newer platforms then drag out a shortcut to the desktop. I just published some work to embellish in Acrobat 10. The installer doesn't work; Quark does! I expect it will work in Windows 8 if the MS programmers don't screw with procedures that work fine now.

Quark 6.5 Error code -39 in a Mac platform

in this case try creating a preferences folder under the HDD>>Applications>>quarkXPress 6.x folder and then check the results.
if it still continues then try to downsave the document to version 5 by doing a file>>save as and changing the version to 5 from there
