A couple of things could be happening.

1. There needs to be more water flow at the faucet, a minimum of .75 gallons per minute. Low flow and pressure balance faucets and aerators will not work well with tank-less water heaters. You need all the flow you can get.

2. The flame sensor in the main control unit is week, this is a common issue with your water heater.

Clean the unit to establish adequate water flow. Remove all faucet aerators and turn the faucets on to activate the unit. If you still get the on and off problem you need to call the company for a new flame sensor and/or control valve.

Non return isolating valve dripping water tinuously

you have trash in the valve .shut it down take the valve apart clean it . also maintenance on this unit is needed.seal can be bad also. hope it helps.send pictures of the unit and age and model serial number.

Could be a restricted inlet pipe just as you suspected.

error 15 is 'Boiling safety device'
"Check for closed water heater inlet valve or restrictions in cold water inlet pipe (must be fully open).
Check for clogged heat exchanger (scale buildup).
On commercial water heater, lower setpoint temperature below 180F at high altitude."

Starting unit very difficult

Check your thermocoupling, because it seems like it isn't sensing the flame.

Unit kicks off indicates C-2 and 11 . I go through the restarting process, it starts and then kicks off immediately and control starts flashing the C-2 and then 11. mod. # RTG-74PVN2

I had that happened twice to me by now.
Turns out to be dirty burner unit.

I got a "removal cleaning reinstallation" bulletin for the model 74 that I went by.
I basically took the burner unit apart cleaned it out (compressed air) and put it together again.
That did it.

YES you need to follow manufacturers venting instructions this is very important due to fire or carbon monoxide problems

I suggest you call tech support. I had a similar problem, and after walking me through a few tests, they determined it was likely a motherboard problem and are sending a new one. At 2 1/2 years, your unit should still be under warranty...

code 14 is a big deal shut that thing down! you will burn it up if you keep running it, your over heat wrap on the heat exchanger is too hot. call rheem they can walk you through it

did you check the filters on the the water valves, i am not exactly sure about your codes that are shoeing but if you could read it and post them, i know on some of the units 76 means there is low water pressure and the filters are behind 2 caps one on each side above the shut off valve take off the caps and remove the screens, clean them and replace them ,, make sure you turn off the water on both side first or you will get wet
