When i plug it in and turn it on it makes a static/sizzle noise. and something in the under speaker area flashes.

Sounds like you have high voltage arcing. Could be caused by leaking coolant, cracked CRT, bad HV splitter, bad flyback transformer..... This circuit puts out around 30,000 volts,.... I recommend you take it to a shop.

The fuse might be built into the cable to the lighterand/or radio. It's called "fusable link", this type of fuse looks like a cable. Or another type of fusable link might be in the fuse box under the hood near the firewall.

Even after switch off, there can be some discharge of static charges present in and around TV, hot plastic parts can contract and make some noise. Some sets have the cooling fan run for a few seconds more to reach a particular temp, before it is turned off. Just try switching off the power outlet, and removing the plug and see.

This seems like at cables have gone bad or either the connections in the speakers went bad. Its best to replace them unless you know how to disassemble and re-soder the connections.

Oil in these heaters is not supposed to sizzle. So, I don't think it's the oil. Something else is probably making the sizzling noise and that's what concerns me. As this type of heater literally makes no noise. What you hear may be a short in the wiring of the heater. In which case, it's unsafe to use.
You didn't mention if the heater is new or that you've had it for sometime, but in either case, I would recommend not using it. If it's new, then it's still under warranty and you have some recourse. Check your Owners Manual for details on how to handle this as a warranty issue.

Most speakers I have owned or listened too have a faint buzz or static to them. If you are using a computer turn up the volume on the computer all the way and then you should not have to turn the volume knob on your speakers past 20% that's what i did with mine and they sound fine. If you are using something else like an i pod or something like that make sure you turn the volume on the device all the way up to ensure you don't have to turn the speakers up that high. If that's not your problem then i don't know.

Hi , just make double sure all the plugs from the Speakers are plugged in correctly , and none of them are touching your Case , as that does cause that noise aswell.
