On all Panasonic Toughbooks, if the hard drive
is missing because the HDD was removed or
destroyed by the previous owner, the you might
get this error message. Otherwise some companies
will simply "Wipe" the hard drive with a cleaning tool
and you will get the same error message.
If you are VERY unlucky then the hard drive might
also be damaged or corrupted but this is less likely
in a Panasonic Toughbook series.
There are tools on the HIREN Boot CD v15 which can
verify the "Health" of the Hard Disk Drive. The health
should be 100% if it is to be trustworthy.

I need to know what is the highest operating system that can go on my panasonic CF-27 toughbook?

Most often the OS that came with the system is usually optomized fot the hardware.
However if the notebook came with say Win 98, ME, or XP you should be able to upgrade to the latest XP SP-3.
I would be surprised if Vista would work on a machine that wasn't already equipped in running at least XP SP-2

Pannasonic Toughbook CF-47 with Windows 2000, get error message: "operating system not found." Tried all 3 drives, rebooting and charged battery fully to no avail??? Please advise. Thank you.

This means that the computer cannot find an operating system on the hard drive. This is often because the hard drive has gone bad. Replace with a new drive and reinstall windows and that will solve your problem. Does not find hard drive

First thing i would do is try unplugging it and plugging it back in i have found its usally just a bad connection...
