You must re-solder all the transformer joints (four of them next to the transistors) for a fix. There are cold joints on the transformers that break, causing the transistors to fail. Reheat the joints and add just a TOUCH of solder to them on each and every lead. Don't use too much solder, or you'll cross connect the leads.
That'll fix it.

That is a slightly different power supply board if it is the one I am thinking of.l It is similar in style but there is a 1000mf 16v capacitor that once you replace it it will work.

Video cards that can handle two monitors at the same time have cables with two plugs on the monitor end.
If your video cable has two plugs on the monitor end, try the other plug.

Look real close at the solder joints on the inverter transformer pins, and the transitors. What usually happen is that the cold solder joints will mess up the bias on the transistors or causes arcing and that will take out the transistors, you need good magnifier glass to see, you will see ring/cracking around the component's leads.

It will get to the point that the transistors 2sc5707/5706, and also still should look for bad caps.

there is no schematic on this monitor.
a refurb at walmart is $40 to 60 bucks
why waste hard earned cash on any dead monitor.
if it fails on 2 PCs the monitor is bad.
not only that, but is trash resoluition
1280 x 1024
do you have the pC set to

if you twist the screen frame gently and lines change that is a bad LCD>

A PIG, LOTS FOR SALE WORKING ON FEABAY FOR NOTHING, IF love of a pig is cool.
some of these have CCFL main board and CCLF lamps, that long ago burned out.
never buy any CCFL monitor.

the module is $9 at ebay.
the LCD panels are rare now, way too old and why buy 4:5 panels.
