The carburetor could be set too rich for the unit to run properly. If you take it to a Stihl dealer they can tune the saw to the correct rpm.
You can try to tune it to a "leaner" position. Look at the carburetor while it is on the unit and at Wide Open Throttle turn the H screw clockwise maybe half a turn and see if it will run at a higher rpm.
Alternatively you could re set the high side (Wide Open Throttle) by turning the screw until it seats (please turn the screw lightly as you could damage the seat) and turn it one full turn out. This is the factory setting and the unit should run O.K. at that position. If it still does not run correctly then there could be other issues with the carburetor that is making it not run very well.
