If it needs a charge the leak has to be found and fixed. If the leak has been fixed and you have a service valve on the low side. It should have a vacuum pulled on the system to remove all air and non-condensable gases from the system. Then you can charge the system : 1. by weight according to the name plate. 2. charge by superheat (temperature leaving the evaporator + 16°F) When using the superheat method to charge the higher the Ambient temperature the lower the superheat difference will be.

Btu of coleman 7830-901

That should be a 30,000 Btu unit. Its been a while since I worked on them. The 78 is the series or model, the 30 is the capacity or btu's and the 901 indicates it is a Copeland compressor.

You can purchase one from any RV dealer usually, and they may even have some used ones cheap in their spare parts dept. Make sure if it's used, that it's not to brittle from the sun, otherwise you'll be replacing again.

I have a coleman Mach rooftop unit & want to connect drain tubing to carry condensate away. Is there a small drip pan with a tubing conncetion for this?

If all you want to do is re-route condensation dripping off the roof, and it's a rubber roof, one easy way is to buy a caulking tube of "Dicor" self leveling sealant for rubber roofs from RV dealer, and run a 1/4"-3/8" bead across roof from AC to wherever you want it to go, and let it cure for a couple of hours. Nobody sees it, and a tube is about $10 max.

My coleman mah 3 roof top will not blowon fan side

Sounds like you have either a bad fan motor or a bad fan motor capacitor. When you turn the unit on with the fan not working, the compressor (the humming noise) runs and gets real hot real quick resulting in the compressor cutting off ( the nothing after) on it's inside high temp switch. This is what the compressor is designed to do so that when this happens, it does not burn the compressor out. Replace you fan capacitor, give the compressor an hour to cool, then try it. In most cases and if I'm correct, the unit will run just like you want it to. Good luck.

Coleman mach 3 rv roof mount ac

You will need 12 vdc (battery or converter) for controls to work, and 115 VAC (hydro) for fan & compressor to work. With your fan obviously working, that tells me you have both already but compressor may not be kicking in. Do you hear a "moaning" sound or see lights dim when switched to cool?

Did you plug upper unit (on roof) into lower control unit (inside). Not to insult you, because i've done it myself, in a rush situation. Breaker on? Sure you didn't mix up any wiring?
