The default lock code is 1234.
If you changed it and forgot the unlock code, At the Enter Unlock Code prompt, try entering 1234 or the last four digits of your phone number. If that doesn’t work, press menu button and enter your
six-digit security code instead.Default security code is 000000.
If you forget other codes:
If you forget your security code, SIM PIN code, PIN2 code, or call barring password, contact your service provider.
While you get the other codes, service provider will ask for your personal details to check whether the mobile belongs to you only. If they are satisfied with your answers they will provide with the PIN code.

I had the same problem with a phone that was donated -- user forgot the pin to unlock the phone. There is a way around this. You will need to reflash the phone. I used RSD Lite, which is a Motorola Utility for flashing their devices.
But first, you will need a flash file to overwrite the one on your phone that is associated with the pini code. To find an appropriate flash file, search for "ModMyMobile" which is a forum that has various Razr flash files. You will need to enroll, but its free.
Locate and download the appropriate .shx file and unzip to a directory on your computer that you can easily find.
Run RSD Lite and connect your Razr with a USB cable. The program should locate your phone and put it into bootloader mode... don't panic, it is supposed to. Now click on the "..." button up top, locate the unzipped .shx file and hit "Start".
It takes about 5 minutes to reflash and presto - you phone is working again! :-)
