thats a water tank holding water dfor the dispensor, if everything in refrig is freezing quite possible that the water in tank froze as well, which would explain no water,

When the filter freezes up, the outside casing may have cracked and will leak water when you dispense water through the door. You will need to have the filter replaced and that should take care of the problem. But the filter should never have frozen in the 1st place. You will need to call a qualified LG technician to see what's going on inside the refrigerator.

I'll take a stab at helping you.
Most, if not all freezers have a small heater element that keeps the water inlet to that freezer compartment from freezing and if that's defective ( or unplugged ) then any incoming water would freeze before being dispensed or fed into an auto ice maker tray.
The freezer compartment being 'too cold' should not effect water flow if that heater was operational, however it may allow too much cold air to pass into the refridgerator area causing some food to freeze.
It's a good idea to keep the coils clean and dust free as a general rule of thumb but those are used as part of the cooling system to draw heat out of the freezer/fridge area but that doesn't seem to be your problem. Hope my comments help !

Sounds like a defrost problem. Check to see if
there is any frost buildup in the back wall of the freezer. If so, it is not
defrosting as it should.
If you don’t know what these are then unplug the machine and let the ice
melt in the freezer overnight with the door open. Then try it the next day, if
is cooling fine then you need to have a service person replace one of the above
items.
