Try manually unlocking each channel by selecting it and then pressing the LOCKOUT key. That will normally clear the channel for programming. If that doesn't fix the problem, power the scanner OFF, then press and hold the MANUAL, 2, and 9 keys while powering the unit ON. That should restore the scanner to its original factory settings.

How do you progdam a 145xl

It is an OLD scanner. New digital frequencies are not available to this scanner. The good news, though, is that all Uniden/Bearcat scanners in the 14X series are nearly identical in features and operation, so you can follow the link below to download/print the manual for the BC148XLT:

I need help with programming my BC148XLT scanner please

Programming the BC148XLT is pretty straight forward:
1. Power the scanner ON.
2. Press MANUAL to stop scanning.
3. Enter the number of the channel to be programmed.
4. Press MANUAL again.
5. Enter the frequency, including decimal point (ex: 250.145).
6. Press E to enter the data into memory.
7. Repeat steps 2 through 6 to program remaining channels.

I have a uniden bearcat scanner model#bc148xlt and it seems to not want to take the local frequencys and it comes up error when you hit the enter or e button

You didn't mention what frequencies you're trying to program. BC148XLT coverage ends at 512 MHz, so you will get the error message if you try to program anything above that. Also, you must be sure to include the decimal point when programming a frequency into the scanner. I hope this helps.

Lost codes for bearcat scanner BC148XLT-1

If you mean what is on a particular channel that say the police in your area is on then go to http://www.nationalradiodata.com/resources-frameset.jsp?resources-citiesandcounties.html . Type in that complete address and it will bring you to a page where you click on the state you live in and if you want to go by city or county frequecies.
