I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure.
I checked the website and if you go to the BlackandDecker.com website you can register on line clicking on the contact us tab @ the top of the page and then scroll down to register your product on line, feel free to contact the factory with the information listed below:

Black & decker parquet 1800w hepa h13 need
I'm not sure what bag your referring to. The only bag for this is the carrying bag. So I have to assume you mean one of the filters.
There are three filters for this vacuum.
  • Primary Filter.
  • Exhaust Filter.
  • Secondary Filter Element.
I have included a link to a site that carries the replacement parts and a diagram of the vacuum.
Hope this helps.
On another note If it doesn't help I really don't feel to bad because I'm in Detroit Michigan. And I'd rather have a dozen useless vacuums hanging out in New Zealand any day. :)
Find me a job there and I'll buy you a new vacuum. :)

Unfortunately those units are prone to breakage they are also usually a sealed unit (not able to take apart). The best thing to do would be take it back where you bought it and try to get your money back. They just aren't worth fixing. My HV8000 is a 900 watt - not sure if it's what you have or not, but it you go to blackanddecker.com and click on customer service (then parts or replacement parts & manuals), it will pop up a window where you can type your model number (or other info.) and get the manual as well as replacement parts - item number and cost.
