Sony Bravia KDL-32M3000 Has sound, no picture, back-lights are on, red lines flickering across the screen which seems to prove there is video present. I'm thinking T-Con board. I ask this question because is seems problems similar to this getting misdiagnosed. How does one avoid misdiagnosing in these situations?

it sounds like your back light might be going out. You might be able to fix this by installing a new backlight inverter board.

The part # you gave is the Control Board which sells for $668.79. The T-Con board your looking for is part of the LCD Display Panel and is not sold separately. I suggest you start by cleaning the ribbon cables from the control board to the t-con board. If that doesn't help then you had better take it in to a service center to verify which part is bad because there are no refunds, only replacement after you buy a board.
