If the oven does not turned on, then more than likely there seems to be a power supply issue. Also try checking the breaker and the power connections located on the back of the range. If any of these suggestions prove to be ineffective, connect with a professional to accurately pinpoint any potentially more serious issues
You should be able to replace it quite easily, nornally the bulb cover will turn anticlockwise and reveal the bulb which you then replace , remember to use a high temperature replacement.
