There should be plastic rings on both the lap belts for the shoulder harness to clip too. If they are broken off you can buy the same plastic buckles from Mountain Buggy but you have to sew them on!
Bugaboo don't sell them as a part, only with the whole seat frame! Here's a pic of a Bee harness (I have not got a Frog pic) it's the same style.
The straps are available for the Bee they come as part of the seat fabric set on the Cameleon and are part of the seat frame on the Frog. www.babycare.nl/prams-strollers-spare-parts-c-34_124.htmlIf If you only need the plastic buckles Mountain Buggy sell them as parts but you need a seamstress to unpick the straps and sew them in.

The straps are built in and Bugaboos solution is buy a new seat. The Bugaboo uses the same plastic buckle components as the Mountain Buggy, Mountain Buggy sell these as separate parts. If you want to unpick the buckle end and sew back new buckles thats the most economical solution. YKK the international Zip maker also have similar buckle systems.
I'm the Bugaboo fix it guy but here goes. I'll assume you had no luck with Graco customer service if not check out a Mountain buggy and see if their harness parts are compatible. If so Mountain Buggy do sell them as spare parts and they fit Bugaboo's so may fit your Graco. If that's a no go try a google for YKK and see if they have a local agent. YKK are the largest manufacturer of zips and plastic buckles.
Had exactly same experience today. I emailed Bugaboo (via website) and got a reply the same day.
I attached the clips the wrong way round. The picture in the manual is not very clear....The little 'roofs' have to face each other and than you are able to push the clips further over the axle. The slot of the clip fits over where the small wheels comes in on the bar.
Watch the video, "bugaboo assembly" on youtube. The trick is getting the buckle over the silver pins. You actually have to bend the frame to secure the strap then pull out the frame so it is straight again.
this hood cant be brought sepratly or replaced but the best way to get one would look for someone selling the pram old with somthing wrong with it 4 cheap other wise this is a part you can not buy
