After weeks of scouring the chat threads and trying to figure out the solution, I finally got a response from panasonic. I have decided to post a solution instead of a problem - as I know i can't be the only one that has had this problem.
How to Overcome / Reset the Child Lock security code if you have forgotten the number on a Panasonic Viera TH-42PX80 Plasma TV.

Thank you for your inquiry. You will need to reset the television.
To reset the television hold the volume - on the television and menu on the remote simultaneously until self check is displayed.
Unplug the unit for about 30 seconds.
Reconnect the unit and power it on and complete the first time setup.

Did you try unplugging wait a few minutes then plug in again. This should return everything to original factory settings.

You will need to count the number of red led blinks on the power indicator, if it is at least 10 then replace the power supply it is faulty, In my years of servicing panasonic Plasma, power supply failure is about the most common failue in this class of television from this manufacture.
