Your pressure relief valve may not be working. If that happens when you shut off your spray gun, then pump is dead heading, stopping the motor. If this is the case it stops dead, not coasting. Either replace the pressure adjusting relief valve or remove it, and disassemble it and clean it.

Engine starts then stalls after 3 or 3 minutes of spraying. Then when I try to restart pull cord is really hard to pull.

When starting make sure you pull the handle to spray so it relieves the pressure from the pump an engine

I have a troy bolt power washer and it won't pump

You need to give more information. Does the motor stall when you squeze the handle? Does the spray surge and the motor run well? Does the spray surge and the motor surge as well? Does water come out of the bottom of the pump? Does nothing come out of the spray gun when the trigger is squezed?
All of these symptoms point to different problems.
What does your machine do?

Constant pressure

Some of these machines require you to hold the spray handle trigger in the open position while starting the motor, once it is running let the trigger go and it should run on bypass

I have a Husky power washer 2600 psi starts & runs until it seems to build Pressure and will not spray then motor boggs to a stall

Some models have a tiny orifice in the adjustable spray head.(if equipped) Which can become clogged by debris or calcium buildup. Water should flow through even when unit is off and sprayer handle(on/off) is operated if there is no water then you definitely have a clog.

Machine turns over, but keeps stalling when I begin to spray

By stalling you mean quit or bogs down until you release spray?
The engine has to be on high speed and be in good tune with good gas to produced the horse power for the pump. A too small water supply hose can add to to the engine load trying to suck water that is not there.

Engine wont stay running

It is a diaphram carb. Doe's the primer **** straight gas or does it have air bubbles in it? If it has bubbles in it then it is a leak in the fuel line.
If not then Unhook the intake fuel line and pump the bulb until all of the gas is out of it. Then pour the gas out of the tank and rinse it out with new gas. Pour in new gas and it should be ok.
