Flourescent Lights use a 'starter' to build up a charge which then jolts them to life. It sounds like your starter is struggling to do the job. The starter is usually located on the side of the light casing and looks like a cylinder which partly protrudes from the case. It twists and comes out and is easily replaced.

We have Lithonia 2 bulb fixtures in a recessed ceiling. We currently have 2 (25) watt bulbs in them. What wattage can I upgrade to ??

The ballast inside the fixture is rated to operate 2 25w bulbs. You can't put higher wattage bulbs in this fixture, unless you change the ballast. Sorry.

My 4ft fluorescent fixture has whiye and black wires that have been connected, hot and nuetral but it also has a red (brown) wire ? where does this go.

They make dimmable ballasts.
The Lutron dimming ballast shows an orange wire, not a brown >> but other manufacturers might call for different color.
I am guessing here, but ballast should work with Black Hot and White Neutral

I want you to answer back and say if the ballast works with just white and black, Thank you.
