That's a excessive water flow error. could be a sticking water inlet valve; defective water level sensor; or, a glitch in the main board.
I doubt it might be a defective water level detection sensor. is this sensor part of PCB or a separate unit in Whirlpool 650H?
Machine never detects the water level (irrespective of what I set, low, medium, high or very high) and never goes into wash mode. have to finally call up customer care so that a service engineer can have look at it. will update the solution if I found one. thanks

The FE error isn't common to all washers. In fact, I could only find information on it in relation to LG washers. I actually found this link here which explains it pretty well:

FE means Fill Error, but you already figured that out. If you unplug the machine and it still fills, and the only way to stop the filling is to turn off the valves supplying the water to the fill hose(s), then you need to replace a fill valve. It is best to figure out which one by turning one off at a time while the machine is in that FE condition. There is a separate hot and cold valve. (they are the part that the hose screws onto on the machine.) To replace valve, cover comes off machine by removing two screws at the back of the top. (not the two which go into the top, the ones just below them) Then, standing in front of the machine, use the palms of your hands to give the top a sharp push to the rear to slide the top back about two inches. Then lift the top off.
